As Chief Strategy & Operations Officer, Ellen Eng plans and directs administrative, financial, and operational activities. Ellen brings over 14 years of experience to this role, primarily in the government sector. Before joining The Foundling in 2022, she served as Chief of Staff in the Office of the Deputy Mayor for Health and Human Services and the Office of Management and Budget in the office of New York City’s Mayor. Prior to this, she held analyst positions within the New York City Police Department and the Finance Division of the New York City Council. Additionally, she has experience in the non-profit sphere, having worked as a Program Officer with The Paul & Daisy Soros Fellowships for New Americans. Ellen holds a Master’s degree from Columbia University and a Bachelor’s degree from Wesleyan University, both in International Affairs.

Melanie Hartzog was most recently New York City’s Deputy Mayor for Health and Human Services, overseeing the city’s social service agencies. She previously served as the Director of the Mayor’s Office of Management and Budget, where she oversaw the largest municipal budget in the United States, responsible for funding all city programs and services for New Yorkers. Before joining the Office of Management and Budget, Hartzog served as Executive Director of the Children’s Defense Fund. Previously, she served as Family Services Coordinator for the Deputy Mayor for Health and Human Services and Deputy Commissioner of the Administration for Children’s Services. She also led a social services unit in the Mayor’s Office of Management and Budget, and was Director of Policy and Advocacy for the Human Services Council of New York City, Inc. Hartzog holds a Master of Science degree from the New School’s Milano School of International Affairs, Management and Urban Policy and Bachelor of Arts from Eckerd College.
Patrick Murphy, The Foundling’s Vice President of Compliance, brings over 15 years of experience in establishing, implementing, and overseeing organization-wide compliance programs to drive organizational growth and promote an environment of clinical excellence. In his role, Patrick is responsible for the implementation of The Foundling’s compliance plan and to ensure the delivery of qualitative and quantitative goals and outcomes of that plan. He oversees all policies, processes, and reporting for agency government revenue for Medicaid services and all related rate-based funding. Patrick most recently served as the Vice President of Privacy and Compliance at Covid Clinic/Rume Health where he piloted a comprehensive compliance program and certification project to attract new business opportunities and led all enterprise compliance projects and programs. Prior to this, he held leadership roles in compliance at Guidepoint, Cityblock Health, Oscar Health, and Tulane Medical Center. Patrick received his Bachelor’s degree in Business Administration from Touro University Cypress and his Juris Doctorate from Southern University, Baton Rouge.
As Senior Vice President for Mental Health Services at The New York Foundling, Dr. Kristy-Lee Jean-Pierre oversees the psychiatric and mental health services for youth in foster care, for those youth and families served in our Article 31 clinic, the Home for Integrated Behavioral Health, and for youth served in our School-Based Mental Health program. Her clinical work has focused on child / adolescent mental health and trauma-informed care, providing her with a wealth of knowledge and experience relevant to the communities served by The Foundling. Before joining The Foundling, Dr. Jean-Pierre was most recently the Clinical Director of the Child and Adolescent Outpatient Psychiatry Department at Bellevue Hospital where she coordinated, organized, and supervised clinical service programs for children, adolescents, and young adults. Prior to this, Dr. Jean-Pierre served as a Clinical Consultant with the Administration for Children’s Services (ACS)/Bellevue Mental Health Team, where she conducted evaluations and risk assessments for children and young adults arriving at the ACS Children’s Center, as well as those seen in the Child – CPEP. She is additionally a Clinical Assistant Professor in the Department of Child and Adolescent Psychiatry at the NYU School of Medicine. Dr. Jean-Pierre received a Bachelor’s degree in Psychology from Howard University, a M.A degree in Psychology in Education from Teachers College, Columbia University, and a PhD degree in Clinical Psychology from Saint John’s University in Queens.
Liyan Bao, The Foundling’s Senior Vice President, Child Welfare, leads our Foster Care, Prevention, Family Justice, and Camp Felix programs. Liyan began her tenure at The Foundling in 2008 as an Administrative Supervisor in the foster care program. In 2010, Liyan assumed the role of Regional Director where she continued her work providing oversight to families and children in foster care, prevention, and day care center programs. She moved to the role of Vice President of Placement Permanency Support in 2015 where she oversaw support programs in foster care, specialized preventive programs, and early childcare programs. Most recently, Liyan held the role of Vice President, Foster Care Services responsible for the oversight of the foster care division, including Homefinding, Intake, Family Team Conference, Adoption & Legal Services, and Records Retention. Liyan’s passion has always been in the field of Social Work, particularly working with children and families. Liyan is a licensed social worker—she graduated in 2005 with a Master of Social Work from the Silberman School of Social Worker from Hunter College with a concentration in casework and group work.
